this year , a contest for participants with special needs is held. For the first time the contest will include 10 with learning difficulties along with 10 with visual impairment and 10 with hear and speech impairment

The final contest for year 2003 took place at Alexandria under the supervision of the Human Resources and Training Programs - Ministry of Communications and Information Technology and the Arab Academy for Science and Technology in the period from 6 - 11 of September 2003.
There were 120 contestants in EOI 2003, half of whom were specialized in information technology and half in programming (C++), as well as 20 children and 20 special needs (deaf and mute) contestants. The percentage of girls and boys was 31% girls and 69% boys.
Role of the Ministry of Communications and Information Technology
The Ministry of Communications and Information Technology is responsible for preparing and supervising the youth training programs at the national level through the Information Technology Clubs found throughout the country. “This is as one of the activities of the project forming the training centers for IT services” (Code 2001). The Ministry's role can be summarized as follows:
- Dividing the governorates into regions according to the distribution of the population
- Marketing, announcing, and distributing publications and printed materials about the Olympiad in the Arab Republic of Egypt
- Forming a website for the Egyptian Olympiad to allow for distant youth training and evaluation
- Using IT clubs as training centers for preliminaries and semifinals
- Taking the necessary steps for supervising the training programs and the elimination tests in three stages:
- The first stage: elimination tests for 600 youth and ranking them according to level and age
- The second stage: training programs for the selected youth in the field of programming and programming solutions
- The third stage: semifinal competition with the selection of 120 youths (60 of them in the field of IT and 60 in programming) and ranking them according to level and age
Role of the Arab Academy
The Academy is responsible for preparing the following:
- A contract for a 10-day training round for the supervisory professors and trainers who are doing the preparations and qualifications for the participants. The training is taking place in all the governorates through one of the IT clubs at the regional level (a region comprising a number of governorates).
- Providing technical support to the competition, such as laboratories, networks, the instrumental evaluation programs and creating a work environment that will be identical to that of an international competition, etc.
- A team of volunteers from the Academy's students to support and supervise the competitions in the final rounds.
- Hosting the competitors in the finals for six days and organizing activities for the Olympiad of the Academy headquarters in Alexandria.
- An inaugural and closing ceremonies for the finals in the Academy headquarters in Alexandria during the month of August each year.
Preparation of the training and testing programs
With the shared supervision of the Ministry and the Academy, this article guarantees the following:
- Preparing the necessary primary, semifinal and final elimination testing.
- Founding the training programs for the professors and supervisory trainers.
- Establishing the training programs for the preparation of advanced youth for the competition at various ages and levels.
