Mr.
Anwar Helmy, in his current position at the Ministry of Communications and
Information Technology (MCIT) since 2000, has been principally involved in
supervising the implementation of the National Plan for ICT. His
responsibilities include developing MCIT’s performance and planning, and
following up on its various activities. He has also played a key role in the
drawing up of various cooperative agreements with other ministries and
authorities as well as multinationals.
Mr.
Helmy’s expertise in knowledge and information management has enabled him to
contribute effectively to the development of administrative and financial tools
for the public sector in Egypt
– such as an integrated financial system for complete management of debtors,
creditors, purchasing and storage. Drawing on his administrative background in
the armed forces and experience with the Information Decision Support Center
(IDSC), he is also active within the realm of human resources at the ministry.
Mr.
Helmy has given numerous public lectures on ICT, decision-making support and
executive leadership. He has been closely involved in the implementation of
conferences, forums and exhibitions for the ministry, and has been a member of
numerous delegations abroad, such as the visits to the World Bank in the US
in 2001 and
2002, which resulted in the opening of many new business channels.
After
retiring from the military in 1990, Mr. Helmy joined IDSC, where he was
principally involved in its development in addition to managing different
projects and programs in various governorates (1991-98) and working as IT
development program manager for various governorates (1998-2000). He is
credited during this time for the establishment of IDSC branches nationwide,
including over 1,400 information centers, 45 IT training centers and 51
children’s clubs.
Mr.
Helmy holds a Master’s degree in military sciences and gained expertise in
communications and electronics during periods of study in Russia
. He has
also completed courses in knowledge management in
Washington
DC
and various management-related subjects at the Hanns
Seidel Foundation.
