Mr. Mahmoud El Gowini was appointed as Advisor to the Minister for
Telecommunication and Information Technology Policies in April 2008, after
having served for three years as the Head of the Regulatory and Economic
Affairs Division of the National Telecom Regulatory Authority. He brings thirty
years of worldwide business development experience, including in start-ups and
multinationals, in sales, marketing, operation and management. In addition, he
is the recipient of Exceptional Performance Awards.
Mr. El Gowini started his career in the oil industry from 1974 to 1987,
becoming the managing director of Rockwell International in Egypt, after which
he started his own company, 3 Com, and introduced LAN and WAN to a number of
Egyptian government agencies. He then became the operations manager for Sprint
in Egypt from 1989 to 1997 before moving to the position of regional manager
for North Africa for Teleglobe Canada to 2005.
During his tenure at NTRA Mr. El Gowini’s responsibilities encompassed telecom
services planning including liberalization strategies and the introduction of
new services and technologies, setting national standards, licensing, economic
analysis and universal services definition and setting procedures for fund
management.
