Dr. Ekram Fathy Abdel-Gawad, Senior Advisor to the Minister for Human Resource
Development and Training has extensive experience as a researcher, consultant
and professor of engineering. Dr. Abdel-Gawad received both his Master’s of
Science (MSc) and Doctoral (PhD) degrees from North Carolina State University
in Operations Research in 1980 and 1983 respectively.
Since 1984, Dr. Abdel-Gawad has held the post of professor of engineering and
computer science in several prestigious universities including Cairo
University, the University of Alexandria and the Egyptian Military College.
Over the years he has supervised numerous MSc and PhD degrees of students in
both Cairo University Faculty of Engineering and University of Alexandria
Faculty of Engineering. Dr. Abdel Gawad is currently a distinguished professor
of Engineering Mathematics (Operations Research and Computer Science) at Cairo
University’s Faculty of Engineering.
Dr. Abdel-Gawad’s experience in research is equally as impressive as his
academic experience. Since 1978 Dr. Abdel-Gawad has participated in research
under grants from NASA, IBM, the US Army, the US Navy and Bell Labs. His
research interests include Optimal Designs and Control, Optimization
Techniques, Modeling and Simulation, Computer Communication Networks, Queuing
Modeling, Networks of Queues, Information Systems, Production Systems,
Construction Management, Project Management, and Stochastic Systems and
Applications of Systems Theory to Real Life Problems.
Dr. Abdel-Gawad was responsible for the design and development of a specially
tailored PERT /CPM Package for ECG Users Database Techniques and Multi–Calendar
Facilities including Resource Leveling and Management. He also participated in
the development of an ECG Data Base Management System to Enhance the
Utilization of Computer Facilities (Data General Model MV 7800).
Throughout his eventful career, Dr. Abdel-Gawad published various articles in
professional journals and periodicals besides publishing research papers. Among
his publications is a paper titled “The Multicasting in MACAW Protocol for
Mobile Cellular Computer Networks” The Egyptian Computer Journal, ISSR, Cairo
University, Volume 28, No. 1, pp. 160–181, 2000, and “A Proposed solution to
the problem of Multicast in MACAW ”, Bulletin of Science, Cairo University,
Volume 68, pp. 93–102, 2001.
From the year 2000 to the year 2004, Dr. Abdel-Gawad was Director of Human
Resource Development and Training Programs at the Egyptian Ministry of
Communications and Information Technology. He was director of several important
programs at the ministry such as the Information Technology Clubs program, the
Skills Development program and the Technological Business Incubators program,
in addition to being a consultant to the Minister of Communications and
Information Technology. Since 2004, Dr. Abdel Gawad has been Senior Advisor to
the Minister of Communications and Information Technology for Human Resource
Development and Training. In addition, he is currently a member of the board of
the National Telecommunications Institute (NTI) and a member of the board of
trustees of the Information Technology Institute (ITI).
