ICT Minister Inspects ENPO Outlets in Cairo, Giza to Follow up on Second Phase of Irregular Employment Aid Disbursement

    Cairo, 26 April 2020

The Minister of Communications and Information Technology Amr Talaat has taken an inspection tour that included a number Egypt National Post Organizations (ENPO) outlets and schools, in Cairo and Giza. This is to make sure that the second phase of disbursing the irregular employment aid, decided by President Abdel Fattah el-Sisi for those suffering the repercussions on Coronavirus Disease (COVID-19), is running smoothly.
The ICT Minister was accompanied by ENPO Acting Chairman Abdo Elwan.
The tour included El Remaya Postal Services Center and Kafra Nassar School in Giza, as well as El Malek El Saleh and El Rawda Postal Services Centers and El Hussein Preparatory School in Cairo.
Talaat underlined that the tour aims to make sure that the disbursement of the irregular employment aid runs smoothly and properly for beneficiaries, without congestion, according to the plan developed to facilitate the disbursement process through post offices, with adhering to the safety measures to avoid infection.
Talaat said that each beneficiary would be handed an Egypt Post pre-paid EasyPay card, to be used for receiving the aid for two months. The aid amount is added automatically to Egypt Post e-payment card system, according to the disbursing schedule, for each age group separately, he added.
In addition, the ICT Minister said that the card enables citizens to receive the aid through any ATM machine or post office nationwide. It can also be used for purchasing from the selling outlets. This comes as the state sectors concert their efforts for the convenience of citizens and to support the state’s efforts in achieving financial inclusion.
The second phase of the irregular employment aid disbursement is implemented through  4,000 post offices nationwide and 600 schools dedicated, in coordination with the Ministry of Local Development and the Ministry of Education, to serve as additional disbursement outlets to avoid congestion inside post offices.
The disbursement process through post offices has been divided into two phases, with the first taking place on April 26-30, and the second on May 6-10. This comes within the framework of the precautionary measures that target curbing the spread of COVID-19.
A text message is sent from number 2030, 24 hours before the scheduled disbursement day to the beneficiary’s registered mobile number.
Moreover, Telecom Egypt (TE) launched the 142 hotline to answer citizens’ inquiries on their eligibility to the aid, and help beneficiaries know their disbursement date and location. In addition, a new text message service was also launched, where citizens can inquire by sending their National ID number in a text message to number 142, and receive a message with information on their eligibility to the aid, as well as their disbursement date and location.
For his part, Elwan said that ENPO has taken all the necessary precautionary measures to curb  the spread of COVID-19 and keep employees and customers safe, especially during the second phase of disbursing the irregular employment aid, decided by President Abdel Fattah el-Sisi.
Beneficiaries have been apportioned among the different post offices nationwide, with each citizen receiving the aid from the nearest post office. Beneficiaries have also been apportioned according to age groups.
This in in addition to extending the working hours at post offices nationwide, from 9 AM to 4 PM, to avoid congestion and ease access of citizens to the aid.
ENPO calls on all beneficiaries to avoid congestion at post offices, leave safe distances and bring their valid National ID card and a copy of it. This is in addition to using EasyPay pre-paid card handed to all beneficiaries during the first phase, to receive the aid during the second phase through the different disbursement methods.
