Ministry of Justice, MCIT Sign Cooperation Protocol to Facilitate Service Provision

    Cairo, 25 September 2018

A cooperation protocol has been signed between the Real Estate Registration and Notarization Department of the Ministry of Justice and the Egyptian National Post Organization (ENPO), affiliated to the Ministry of Communications and Information Technology (MCIT), under the auspices of the Minister of Justice Hossam Abdel Rahim and the Minister of Communications and Information Technology Amr Talaat. The protocol aims to develop a number of real estate registration and notarization services provided to citizens.

The protocol was signed by the Assistant Minister of Justice for Real Estate Registration Affairs Ashraf Mohamed Rizk, and the Egyptian National Post Organization (ENPO) Chairman Essam El-Saghir.

Following the signing of the protocol, the Minister of Justice said that the protocol is within the framework of the Ministry of Justice's keenness to facilitate and develop the procedures of providing real estate registration and notarization services. A website has been created at the e-government portal, in cooperation with the Ministry of Planning. It aims to provide the service of issuing official documents for citizens dealing with the Real Estate Registration and Notarization Department. Citizens can apply for their request through this website and submit it online after completing the necessary forms. The Department is to examine the requests and ensure that documents and data required are complete.

He added that the cooperation protocol signed with MCIT, represented by ENPO, plays an effective role in implementing this system as it stipulates that ENPO is to receive mails and parcels that include citizensí documents from the Department and deliver them to the applicants of this e-service to the addresses they specified. Applying this system will be set up in Giza Governorate as a first stage, immediately after setting up the system of service fees e-payment. It will be followed by Cairo Governorate in preparation for deploying the service nationwide.

For his part, Talaat ascertained that the Stateís main concern is to facilitate citizensí access to all government services and to overcome all the obstacles facing them in various sectors. He explained that this protocol in cooperation with the Ministry of Justice shows the extent of the concerted efforts of the Stateís institutions to develop services provided to citizens.

He also added that Egypt Post has a large network of offices spread throughout Egyptís governorates, villages and helmets, in addition to its customersí trust. Therefore, ENPO is keen to provide the largest possible number of integrated postal, financial and community services that meet most of citizensí needs.

ENPO Chairman Essam El-Saghir said that this protocol is to continue ENPO efforts to develop public services provided to citizens; facilitate citizensí access to services provided through various governmental bodies and departments through ENPO postal service centers; and to strengthen ENPO community role in cooperation with the Real Estate Registration and Notarization Department.
