    Internet Governance Forum (IGF) 2009

    Egypt is hosting The fourth annual IGF Meeting to be held from 15-18 November in Sharm El Sheikh, in which Egypt is expecting to host 1,500 participants from all over the world.

    Hosting IGF mirrors the tremendous leaps Egypt has realized in spreading and supporting internet services nationwide. The main themes to be discussed in IGF 09 are managing critical internet resources, access, diversity, security, openness, privacy, and development.

    IGF 09 should continue to emphasize that the Internet gains more efficiency when it remains a tool for development that positively affects and assists people in all aspects of life.

    IGF is a multi-stakeholder forum for policy dialogue on issues of Internet governance. The establishment of the IGF was formally announced by the UN secretary-general in July 2006 as one of the outputs of the second phase of the World Summit on the Information Society (WSIS).

The agenda for the Hyderabad meeting was organized around the same general themes as the two previous IGFs. However, in a reflection of the growing maturity of the IGF, discussions were more sharply focused on important and controversial issues such as: the role of access and multilingualism in reaching the next billion; the competing claims of security, privacy and openness in relation to issues such as child safety and protection; the transition to IPv6; the roles of global, regional and national governance arrangements in managing critical Internet resources; the implications of the 2008 financial crisis for the growth of the Internet; and the impact of the climate change and other environmental challenges on the Internet and its users. The aim of the edited Proceedings of the Third Internet Governance Forum is to make full richness of the discussions that took place at Hyderabad easily accessible. Extracts from the transcripts of panel sessions and open dialogues, as well as reports of workshops and other events, have been organized thematically. This will allow readers to drill down on subjects that interest them from high-level presentations of expert panelists, through the general debate of open dialogue sessions, to the more detailed discussions that took place among smaller gr.
