The First Prize Goes to the ICT Indicators Portal for Fostering Participation in Policy-making Decisions through Innovative Mechanisms
Egypt won the United Nations Public Service Awards (UNPSA) for the year 2013, a first of its kind recognition, for Egypt proved to be the most successful model internationally under the category of “fostering participation in policy-making decisions through innovative mechanisms”.
Egypt’s Portal for Communications and Information Technology (ICT) Indicators is developed by the Information Center team- the Ministry of Communications and Information Technology (MCIT)- as one of the institutional mechanisms to support decision-making inside the Ministry and to serve beneficiaries seeking information and data about the sector, whether they are from academia, private sector, media, government bodies or others.
The portal is the main channel for regional and international organizations to access ICT measurment, through indicators, studies, news, newsletters that can be downloaded easily.
Such organizations, consequently, get acquainted to the tremendous efforts inside the sector, reflecting Egypt’s rank in international indicators diffused by these organizations.
Assessing the portal, the UN has taken into consideration the huge efforts of the developers to create a main and robust source of ICT sector’s information and data.
The portal allows the users to access numerous indicators of infrastructure, economy, business, households, individuals and government uses of ICT tools, besides health and education sectors uses.
This is in addition to the indicators measuring some of the Ministry’s initiatives impact , such as the Technology Homes, thus supporting the Ministry’s decision-making directly and help in setting future plans.
The portal allows enormous potentialities for analysis and various uses of different statistical methods such as time-series and comparisons between indicators values on both age and gender levels and others.
Through the international reports available to users, the portal provides the service of conducting comparisons with other countries, which contributes in recognizing Egypt’s true position and reflect the achievements of the Ministry in the ICT sector.
The portal is characterized with diverse and energy where new sections are created to catch-up with the local and international ICT developments and initiatives; for example, women and ICT section including information and indicators related to women’s education in relation to ICT, the government’s indicators using ICT dedicated to help women establish small and medium projects, in addition to the government initiatives and projects using ICTs to improve the health conditions of women.
The portal entails a calendar of all meetings and international events related to ICT indicators and summaries of conferences, a matter that allows beneficiaries to follow-up with the international updates.
The Division for Public Administration and Development Management affiliated to the United Nations Department of Economic and Social Affairs (UNDESA) supervises the award, in cooperation with the United Nations Office for Drugs and Crime (UNDOC) and The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).
