    Information Center Director, MCIT


     

    Nagwa El-Shenawi is director of the Information Center at the Ministry of Communications and Information Technology (MCIT). Since assuming this position in June 2007 she has contributed to improving the international positioning of Egypt’s ICT sector, as reflected in various indices. In this role she also participated in the formulation of the most recent government strategies for information and communications technology: the ICT Strategy 2007-10 and the Technology Innovation and Entrepreneurship Strategy 2011-15.

    Prior to this, Dr. El-Shenawi served as strategic planning and international cooperation director at the Information Technology Industry Development Agency (ITIDA), an affiliate of MCIT, where she contributed to the formulation of the ICT Export Strategy 2006-10.

    Dr. El-Shenawi is one of the founders of the Egyptian Cabinet’s Information and Decision Support Center (IDSC), where she has occupied various senior positions, including deputy director of both the Decision Support Sector and the International Cooperation Sector. She also founded the IDSC’s Public Opinion Poll Center and Socioeconomic Performance Sector, serving as director for both, to monitor the performance of the Egyptian economy and gauge the public perception of various economic and social issues and possible means of addressing them.

    During a dynamic career spanning over 18 years, Dr. El-Shenawi has gathered extensive experience of analyzing data on the macroeconomic and sectoralsectorial levels and has conducted various decision-support studies related to the principal socioeconomic problems of Egypt. She has contributed to the development of national ICT strategies and established monitoring and evaluation systems to follow up their implementation.

    She also has extensive experience in formulating policy and position papers related to ICT, education and health, and has been selected by international organizations including the UN Conference on Trade and Development (UNCTAD), the UN Economic Commission for Africa (ECA), the UN Economic and Social Commission for Western Asia (ESCWA), Orbicom and the International Telecommunication Union (ITU) to conduct studies and projects related to the economics of ICT in Egypt and to review and assess the ICT policies and strategies of Egypt and other countries. She has participated in the formulation of various bilateral/multilateral cooperation frameworks and agreements with international organizations and unions, in addition to managing and leading various European, UN and other international projects conducted in partnership with the Government of Egypt.

    Dr. El-Shenawi is a graduate of Harvard Business School and holds a doctorate in business administration from the Maastricht School of Management in the Netherlands.
